Neither of those worked. What did work for me in the end was to go to the western-most part of that "3 horse" channel just west of Torquemada where most people were finding it and then literally ran my horse in circles hold stick to the left and jam on A crossing north and south of the trail.
After about 10 minutes the Chupacabra spawned. Killed it, saved in the nearest town and went right back for the Unicorn which took no searching at all, it was just on the eastern end closer to Torquemada.

Posted by Mr Rodster on 25 May 14 at Apparently it wont spawn if you are looking for it on Death, I looked for hours on Death then switched to a different horse and found it almost instantly.

So I left to save the last towns I needed to save. I went back to it's main location Northwest of Torquemada, and I found it instantly. I don't know if this is common knowledge, but it seems that it only spawns once all areas have been saved.

The Unicorn can only be found once the Legendary level has been reached in the hunting challenge — which consists of finding and killing the Chupacabra. To find the Unicorn, simply go to the same place the Chupracabra was, near Torquemada and the three horses on the map.
The Unicorn can be located in the fields northwest of Torquemada, directly underneath the map image of three horses, after the player has killed the Chupacabra and completed all of the Four Horses of the Apocalypse challenges.
